You don't need to download it for IE. You need to install the East Asian language packs in your Regional Settings and Languages in your control panel.

That actually depends on what OS you are using. For Windows, 98/ME and probably 2000 will let you do that but XP won't let you as far as I know.

According to my sources Han Gaozu (Liu Bang) doesn't become Emperor of the Han until 202.

Eh, he wouldn't be. Emperor Ling is from the RTK period - 200 AD, not BC.
