You should adjust this by number of battles fought per turn. I have a feeling V2 would have a better rating, considering the number of rulers/personal armies we allow, and the number of battles we have to handle.

I think that's something that's important to take note. However, I didn't want to make any special provision for anything, lest I have to make special provisions for everyone. It is worth noting that both HoC versions have generally had the least amount of battles of any sim up there, with maybe the exception of WotD, who had their first major round of battles rather recently.

It is very much up in the air. Xiang Yu is still very close to his starting totals. So is Liu Bang. Neither has really gained much. And a lot of other forces have grown stronger in the meantime.

Well, history has already been altered and will continued to be altered with each turn that passes.
