He has at least 17 SP worth of skills (not counting the level 3 part, which players can't start out with), and his stats are probably 20 points or so higher than a player can get at sign-up.

Well, as far as NPCs go, there are about 200-225 NPCs we have been able to pull from the book. We'll probably throw in some generated NPCs if that proves to be too small a number.
The top five generals of the time period have to be Xiang Yu, Han Xin, Qing Bu, Peng Yue and Zhang Han, in that order. (Liu Bang and Xiang Liang are close behind.)
The top five Advisors of the time period are Xiao He, Zhang Liang, Chen Ping, Li Si and Fan Zeng, in that order.
I'm thinking that crew of 10, plus a few others(Liu Bang, Xiang Liang, maybe Zhao Gao) will be superior to PCs to start. The rest will be equal or less.
I don't think a crew of 10-15 is that out of hand.

I agree with Kymvir's order there pretty much I might question the order of Xiao He, Zhang Liang, and Chen Ping, but really, they just had different roles.
Peng Yue's current statline outshines Qing Bu's, but Peng Yue's skills are more guerrilla-type skills. When we do Qing Bu's, I'm sure he'll end up with some monstrous ones. I do think it is funny that in Qing Bu's chapter it mentions that Han Xin, Qing Bu, and Peng Yue all earned equal merit in battle, and that we have them all right there.
These 5 generals will be the only guys you'll see with 90's+ Command. Likewise, there will be few 90's Int stats outside of those people listed, and maybe not even all of them (Xiao He, for example, whose bio I've just posted in the staff hall )

Lu Buwei was dead by the time that we are starting the sim. I don't have the Qin volume with me, but I believe he was killed by Ying Zheng (his son, hehe), and the sim is being placed shortly after the start of Chen She's rebellion. Ying Huhai was on the throne then, so it's a few years afterward.
I could see him possibly having 90's for Int, though. It was more his Judgement that was lacking (sleeping with the Queen Dowager, etc.). I love that Lao Ai stuff, though.
