Yeah, to be a ruler, you have to spend all your Backgroud Points on Rank. However, we still will be doing a ruler sign-up. Just that, if you get a city, you have to spend your BP's on it.
At least, that's the best way we've thought of so far to do it without it being first come, first serve, which generally prejudices against Europeans and Asians, since the majority of our staff is American, and the majority of our admins on EST, heh.
Oh, and you won't get to pick a city you want to rule, just a general area. We are randomizing things a bit to make it harder for people to get people to join them and get lots of neighboring towns and villages to bring to them.

At the moment we are still fine tuning things, making sure the storyline is sound, the NPCs are stated and so forth and so on.
As far as PC rulers one of the things that will likely happen with be the formation of confederacies of allied PCs in cities. Perhaps even PC's giving up their independance to serve more powerful lords and Kings, be them other PCs of the GMNPCs and bringing their cities over to that lord, in exchange for rank and power in the future.
We expect with the system designed to be very focused on individual characters for the role play and politics to be both very important. If you look at the way development/kts are done, there really are no cogs in the wheel. Everyone is important and serves a very crucial function.

So... If you swear your independence away you follow the new guys orders but still control your city/cities? Or do those switch to the new Lords command and you must wait to be reassigned? If you ask me I wouldnt' mind serving another if I was kept where I orignally was giving orders. You'know doing KT's for my main city atleast.

Well yes, that could happen. In truth it really depends on the situation. Perhaps you can get an even better deal then that.
Let us say for instance that you were the Administrator of a City with two NPCs under you and one PC free officer who decided to join you. Liu Bang comes marching through the province you occupy and "Encourages" you to join his growing dominion. You agree. Now he could try to reassign you, but you could always then rebel. Or maybe he does allow you to remain as the Administrator of that city. You could go on working for him and then try to break away later after his armies have a set back. Maybe you even get another city Administrator to join you in Rebellion and an army commander and form your own splinter state.
I'd say take a look through some of the stuff in Verson 2 - especially the Kingdom turns and ruler section, but also character sign up (though it seems like you at least glanced that)
Really it is very open ended and there will leave a lot to role playing and players decisions. The mechanics are flexiable to allow free action and possibilities.

I've used the chinese character dictionary at
http://www.mandarintools.com/chardict_u8.html but I've encountered some troubles transfering the characters generated there over to my profile, for some strange reason. Is there any way to make the Chinese characters display as anything other than just question marks?

Download the traditional and simplified chinese text support for IE. If you don't use IE then download then anyway and your browser should support them. I use firefox and it automatically detected the language support.
