Have you considered possibly upping the number of NPC officers available in the beginning to sort of grease the wheels until a sufficient number of PC players join?

that sounds good to me. upping NPC's increases teh importance of PC command over officers in general.

I think we are about 80-85% sure of the number we are going to use, but we might add a guy to everyone. They won't replace PC's, since the average sign-up will be better than the average NPC, but still, with the system just about anyone is useful. There's one NPC that clearly isn't, but...hehe, I won't get into that.

Dang....the Ruler Sign-up's just went up by a LOT. Heh, but I just have a slight feeling we might be missing normal players. Unless they are just waiting for the sign-up's to start.....

On the proviso there's only 18 rulers, some will have to become normal players. So it doesn't make that much of a difference one way or another.

84 - 7 (staff) - 18 (rulers) = 59 (registered players)
I'm sure not all 59 will play, but more will join up eventually.

Don't forget that staff can have PC's, too.

I think perhaps you should wait until, you know, you're picked as a ruler. That might just help your case in the bribery.
