Shing entered the complex alone, leaving his soldiers to set up a small camp outside of the city, unsure how long this meeting would last. Sometimes it seemed Shing could talk for hours, and never really say anything. Entering the room, Shing bowed deeply to Meng Yi

Meng Yi was kneeling on a soft mat beside a low table. Next to him was an armrest of soft cusioned silk. He appeared somewhat weak but his voice, when he spoke, was as strong as ever.
He said, "You are Prefect Sima? Welcome, please join me." He motioned to a mat near his own. At a glance from him, a servant left and returned with a tray containing a small jug of wine and a cup.
After the wine was poured, the Prime Minister said, "Please enjoy the wine. I've been ill myself and must limit myself. But it is quite a good wine."
He said, "You are Prefect Sima? Welcome, please join me." He motioned to a mat near his own. At a glance from him, a servant left and returned with a tray containing a small jug of wine and a cup.
After the wine was poured, the Prime Minister said, "Please enjoy the wine. I've been ill myself and must limit myself. But it is quite a good wine."

Shing accepts the mat with a bow, and kneels on it as well. Taking his wine, he sips it and smiles

You see, I wished to wait until all of my affairs in Linjiang where settled, and now that they are, I have come to, shall we say, add my effort to the war? Also, I have another concern to address, but that is currently a matter for myself and the newly risen Marquis of Chang Sha."

Minister Meng listened carefully to the Prefect. When the man had finished speaking the Prime Minister said, "What misfortune do you speak of? If you mean the difficulties of my master then this is misfortune not just for me, but for my master. If you mean this small illness - that is not misfortune. All suffer from illness occasionally."
He waited a moment in silence and then said, "You have brought troops?"

Sima Shing "Only a few guards for myself. You see, my position in Linjiang prevents me from directly influencing more then a defensive measure for some of his Imperial Majesty's cities. However, reports indicate that an avenue can become available for me to be more directly in place. The city of Huyang is under the influence of a man who firmly hates the Qin. He is also a confirmed coward, and those two traits combined could be a problem. Any of his Imperial Majesty's enemies could sweep his forces aside, and open a whole new avenue of attack on His lands. I, however, propose to seize the city myself, before the year is out. That would allow me to reinforce more land to loyal to his Imperial Majesty, and would be a large step towards opening a front against Ying Huhai."

The Prime Minister listened to his guests words with interest. He said, "Who is this man you speak of? What is postition in Huyang and how do you know these things about him?"
Meng Yi took leaned against his arm rest. He tired easily and allowed himself this small luxury. He was interested in hearing about this person in Huyang however as he had no information of the city being in the hands of a traitor and a coward. Rumors had wings in these times however whether they were accurate or not.

Sima Shing "The mans name, I know not, but I know he is in charge of the administration of the city. Linjiang, while prosperous under my custody, is ill informed about the other provinces. The information comes from the sister of my daughter's husband, so I am inclined to believe its validity. She is not prone to spreading rumors, and considered it best to inform me of the situation. As such, I have brought the news, and my offer, to present today. My forces are increasing greatly with each passing day, and I hope to be able to offer my aid to calming the chaos soon."

The former silk merchant made good time as he rode towards to the province of Han and the city of Nanzheng. He gazed upon the dreary city before he entered it, grimacing. Wrapping his heavy cloak tighter around him, he rode towards the administrative halls. Dismounting, he spoke. "I am Guan Ying. I'm here to meet with the Governor, Wei Quan."
"Welcome, Master Guan," one of the guards said, nodding between the two of them and opening the door for the visitor. Inside was an attendant, ready to lead the way through the lightly decorated hallways up to the meeting hall. There were more signs of life about the place than there had been in the months previous, but the atmosphere was still largely militant. This was evidenced by the number of guards present throughout the complex.
When Guan Ying reached Wei Quan's hall, he was quickly welcomed in. There were somewhere around a dozen guards lining the walls leading up to a dais where the Prefect stood to welcome his guest. Three other men stood nearby, two of which appeared to be military men, while the third looked to be more of the administrative type.
"Welcome to Nanzheng, Master Guan," Wei Quan said with a smile. "Would you care for any refreshments after your long journey?"
