Glad to see that Ruler sign up will be starting soon. While I have personally decided to not go the path of a ruler, at least not for this first run, I am intensly curious as to who ends up being a ruler and what your rulers will be like.
Are those players going for the ruler option going to lean towards the historical and perhaps make a Zhou or Shu, Chu, etc.. ? Or are they just going to create something new that fits the flavor they desire?
Also, how many PC rulers will be allowed at the beginning of the game?

We are looking at about 15. We may go higher, but no higher than 18.

I'd just mention that Shu would be hard to do, since we don't have any cities on the map in that region, heh
I'd love it if people leaned toward the historical, but sometimes the really fictional types of characters are even more fun(ny).
But yay, ruler sign-ups date announced! Whee!

No Sichuan Basin, eh? I guess I'll need to look more thoroughly at the map in the future. I'm currently in the process of developing the idea for my character. I usually like to use aspects of history and culture to make something original but that could have existed.

While there were sizeable outposts in Shu and Ba, and Liu Bang was even made King over them, neither of them were populous enough, or close enough, to be involved in the events surrounding the Qin's fall.
The mountains between the regions and the rest of the Empire were very significant too.

That isn't our main priority now; we have plenty enough NPC's to last for a while, and we can work on bios after things start still. Although I'm sure we'd rather be done with them beforehand, that's the area that is going to "never be complete," really. Even after scouring the books for people, someone else could pop up.
Hehe, I can recall Lu's special abilities with stat-making. I think he did a ton of them for HoC too, right?
You called for Kuang? Sure, I could help.

I have a little question about sign-ups. Assume that I get a roll of, let's say...
Command: 50/60
Might: 50/60
Intellect: 50/60
Judgement: 50/60
Charm: 50/60
or something to that extent. Would I be able to take a lower stat if I wanted, say, 30 Intellect, instead of the 50 minimum? 'Cause, I've got a few ideas for a character rolling around in my head, but if he ends up with 50s or so all around, then he won't make much sense. Of course, I'm not expecting to be able to get any extra PTD or anything from them, but if my character is all smart and stuff, I'd have to play him differently than what I'm planning.
Anyways, good to see ruler sign-ups are starting soon. It's always good to get a game started
And on a different note, there goes my wonderful 1-post title

Our system doesn't allow for someone to lower stats to raise others. However, if you really want to lower a stat, I wouldn't see why we'd have any issue with that. Just can't raise it.
If you want to get a low stat but raise others, try to pick learnings that avoid giving boosts to that stat. That could possibly lower some that you want to remain high, or interfere with certain skill selections, but you could probably do it.
Next week, when I open up for some example characters to be rolled, you should submit something like that to see where you'd have to go from there to get what you want. I won't accept all submissions (probably 10 max, and ones that I pick so we have some variety), but even if I don't pick it there will probably be one that's close.
