Cao Xun sure has low charisma for a Kingdom ruler. Why is he so uncharismatic? Is he horribly disfigured, does he lack all sense of etiquette, or is he just a jerk?

Maybe he likes to take audiences while lying down, or likes to urinate in people's hats. Neither of which should hinder his ability to be a ruler.

It'll slow his bonding ability, and his ability to recruit people himself, or develop, but it doesn't seem like he was wanting to do any of those.

Liu Bang does have a higher Cha than Cao Xun does, though.

Does it have to be a ruler to NPC bond which decides if an NPC if recruited? Can it be an officer of that kingdom?

Yeah, it's on the person who recruits them, not the ruler. I mean he, himself, would have trouble recruiting, heh.
