There are only 7 Melee level commanders....the sub commander at the bottom is just there but unassigned.

Nope there are indeed 8, though it's possible only 7 were counted for troop max, too lazy to check and it's not the final post anyway

Hin Wu will probably take over as Support Commander, so that isn't an issue.

I know for sure not at the end of the engagement, end of month I don't know. Doubt it lasts that long anyway

So my battle is going to have reinforcements?
That's one of the weaknesses in the system that I've noticed. Ranks limit the amount of troops that can participate in a given battle, to try to keep things a little more balanced. Someone can invade with an extra 20000 troops in a provincial campaign, but they can't be used. However, when the defender calls for reinforcements, those reinforcements don't show up until the second engagement and as a result, they replenish depleted troop counts.
If the defending force has room from the start and isn't at their max troop number, then that should be fine, there'd be no problem with the reinforcements being brought in up to that initial maximum along with the reinforcements. I don't really know how fair it is for the defender starting with maximum troops to potentially be able to replace 30000 or 40000 defeated troops from the first engagement with fresh soldiers for the second, while the attacker, even if he has extra troops he could bring in, is unable to make use of them.
Is this something deliberate to benefit defenders, or an oversight of the system?

It's deliberate to assist defenders who have allies.
Of course, you have an entire turn with the advantage to obliterate those forces on the field at the start.
