A native of Changyi, when Chen Shi first revolted against the Qin, Peng Yue was the leader of a group of bandits. A delegation of local landowners approached him and asked him to join the rebellion against the Qin, but he refused. After the rebellion against the Qin had continued without an end in sight for almost a year, he finally accepted their request to lead them in revolt against the Qin government. After agreeing to become their commander, he set a meeting time the next day for the hundred men who were joining him. He informed them that if they were late, they would be killed, but ten of the men showed up late the next day. Peng Yue, not wanting to kill all ten, said he would merely kill the one who showed up the latest. His men laughed, assuming him to be joking, but Yue took the man and slit his throat in front of them all. The men were instilled with fear from that point forward and followed his orders implicitly.

Peng Yue's force grew as he rallied soldiers from neighboring villages, and he was easily able to drive out the Qin officials in the region. When Liu Bang brought his army into the area, Peng Yue assisted him in taking Changyi, leading a force that now numbered about ten thousand. Liu Bang and Xiang Yu carried the war west to deliver the final blow to the Qin Empire, but Peng Yue stayed behind to pacify the region. Because he had not placed himself under Xiang Yu's command, he was ignored when Yu granted lands and titles to those generals who had fought the Qin under his banner.

When Liu Bang brought his army east out of Han and was taking over Yong, he sent a man to Peng Yue who made him a general and gave him orders to attack Chu. Yue called up his army, now numbering about thirty thousand, and marched south to lay waste to Xiang Yu's lands. Xiang Yu sent Jue, the lord of Xiao, to engage him but Peng Yue obliterated Jue's army and dealt Chu a major blow. Peng Yue then took his army and joined up with Liu Bang at Waihuang. In thanks, Liu Bang made him Prime Minister of Wei and ordered him to bring the region under the Han banner. Peng Yue took his army north, and subdued the region with little difficulty.

After Liu Bang suffered a crushing defeat by Xiang Yu at Pengchang, Peng Yue's authority suffered, and he lost control of the cities in Wei. Taking a remnant of his army, he headed north and seized the city of Heshang. Using the city as a base, he began to launch harassing attacks into Xiang Yu's lands.

Xiang Yu was unable to stop the raids, as he had bottled up Liu Bang in the city of Xingyang and was intent on destroying his chief rival once and for all. With Xiang Yu unable to respond, Peng Yue unleashed a series of lightning fast attacks against the Liang region. Having met no general capable of even slowing him down, he marched his full force into Liang and took city after city. His attacks cut off Xiang Yu's supply routes and captured an immense amount of food intended for the Chu army. While Peng Yue was pillaging Liang, Liu Bang was able to slip out of Xingyang and muster a new army at Guangwu. The Chu army began to suffer from Peng Yue's depredations, so Xiang Yu left his main army opposing Liu Bang at Guangwu and marched east to drive Peng Yue from Liang.

Xiang Yu proved his military skill once more, and Peng Yue was forced from Liang, taking refuge in Gucheng. But Xiang Yu's departure from the western front proved costly to Chu. Liu Bang was able to take advantage of the situation, and taunted the Chu Commander Xiang Yu left behind, and the Chu Army marched out to meet him on the battlefield. Without the genius of Xiang Yu to lead them, the Han forces crushed the main strength of the Chu Army, and broke Xiang Yu's ability to resist Liu Bang on equal terms.

While Liu Bang began his march into Chu, driving the remaining forces before him, Peng Yue refurbished his army and brought a number of cities under his control around Changyi and in Liang. His efforts allowed him to send Liu Bang over 100,000 bushels of food. Liu Bang, finding himself unable to seize Xiang Yu's last strongholds, called for Peng Yue to assist him. Yue declined, stating that the land he was occupying would be taken back by Chu if he left. To entice Peng Yue to come to his aid, Liu Bang had Peng Yue made King of Wei in place of the recently deceased Wei Bao, and offered him parts of the Chu territories. The enticement worked, and Peng Yue marched south with his army to aid Liu Bang in reducing the last Chu fortress at Gaixia.

With Chu destroyed, Peng Yue traveled to Wei and took up the seals of King. After having ruled peacefully for five years, news arrived in Wei that Chen Xi had revolted in Dao. Liu Bang, now Emperor, sent orders to Peng Yue commanding him to assist in putting down the revolt. Peng Yue refused to send soldiers however, pleading illness. Angered, Liu Bang sent a man to reprimand him. Peng Yue, not wishing to break with Liu Bang prepared to travel to the Han encampment to beg Liu Bang's forgiveness, but was intercepted by Hu Zhe, one of his generals. Hu Zhe encouraged Peng Yue to raise in revolt himself rather than apologize, warning him that he would be made a prisoner if he went to see Liu Bang. Peng Yue did not heed the advice, however, and made preparations to continue on to Liu Bang's war camp.

At this time, Peng Yue was about to execute his carriage driver for various crimes. The driver, knowing of Hu Zhe's suggestion, and seeing an opportunity, fled to Liu Bang and informed the Emperor that Hu Zhe and Peng Yue were plotting rebellion. Peng Yue was captured by a patrol on his way to the camp and taken prisoner. Ministers sent to Wei found enough evidence that he was planning a revolt, so he was sentenced to die, but Liu Bang pardoned him, exiling him to Shu instead. Along the way he ran into Empress Lu and begged for forgiveness, asking that he be allowed to return to his home in Changyi. She agreed and escorted him back to Luoyang, where she convinced the Emperor that Peng Yue was too brave to leave alive, and Liu Bang had him executed.
