Why would I mass execute people? I might execute the bandits if I catch them, but what do I gain by killing others? You're still going to be needed to run Changsha after I've taken Linjiang from you, and presumably you'll need officers for that.
And as for losing, losing isn't an option. But my officers are being rewarded already, anyway. Case in point, the javelins I'm buying Luo Jian.
