Armaments provide a bonus simular to a ploy, and cost a lot especially if your equipping 10000 troops. More troops is better option in my opinion cause they're kinda next to free.Mikal wrote:

Qi has 38 officers plus ruler rank costs, which puts them at about 2000 gold per month in upkeep.
