Yes - you get a civil action. You never get any civil action in the military phase. In the past you could not take a civil action administering a possession gained in that turn's military actions. Now you can. But no civil actions have been processed - those are in personal turns and kingdom turns.

I learned Scribe on my Jan 206 PT and moved to Wu to join Li Jiacheng.

Looking at your January turn I see scribe - which I fixed - but your province is still Linjiang in that turn. You'll need to move in February.

Sorry - january pt stat increases should be in OM when the turn is rolled. I fixed it!
