Min slowly nibbled on her bun, as she thought of a question to answer in return.

"So master Huang Zhao, you have not been a lord long have you? How did yo claim a city such as this?"

Huang Zhao looked surprised by the question of Xiao-Niao.

Huang Zhao You are well informed lady Xiao-Niao. I am the administrator of this city since last month. Before that I was a village chief of the province. I have heard rumors that the previous administrator of the city was corrupted and committed crimes in the name of our slowly decading dynasty. One of my friends told me that I had the qualities to lead the city and proposed to me to try to seize the city. When I arrived in the city, I have challenge the previous administrator leadership and with the help of Wang De, an official of the city, I manage to liberate it from the previous administrator without dropping blood.

Huang Zhao paused.

Huang Zhao You seem to have undertake a long journey to find a worthy leader. May I inquire what you are looking in your future leader?

Min nibbled a bit more of her bun, turning the question around in her mind.

"I am looking for a leader of the people, somebody who will help them in times of crisis, even to there own hinderance. Idealisms I know, but it is something to consider. For the good of the people, that is what I care about,"

Huang Zhao thought a little time before he resumed.

Huang Zhao In these time of chaos, your quest won't be easy. I don't want to influence your judgement. But I will explain my goal to you, maybe it will help you in your quest.

After a small pause, he resumed.

Huang Zhao When I was adolescent, I was send here by my family to study diplomacy and politics. After my studies, I return to my village where I started to lead it. I think that a good leader should think of the member of his community first and then looked after his own benefits. If the populace suffers you need to help them first. Right now, Bei Di has been neglected for too long and needs to be reconstructed and improved to ease the life of his populace. I want to help them in these times of chaos, but I am not able to do it alone that is why I called for your help.

Min sighed, her choice would not be an easy one to make.

Huang Zhao I understand your indecision. It isn't easy to make that kind of choice. The people of Bei Di will always need your help. Even if you decided to join the cause of another city, you will always be welcome in here if you are in need. Do you any question that I may answer?

Huang Zhao waited for the answer of the lady.

Huang Zhao It has been a pleasure to meet you lady Xiao-Niao. I will accompany you to the exit.

Huang Zhao followed Xiao-Niao Min to the exit.

Huang Zhao Farewell! I wish you the best of luck in your quest for a worthy employer. May your conviction guide you in your search.

Huang Zhao waited.

Huang Zhao To resume our discussion, it is true that Bei Di isn't very well connected to the capital and others big cities around China. That is probaly why my predecessor was able to commit crimes and punish innoncents without being caught. Frontier cities has the tendency to be forgotten in times of turmoil.

" He hesitated for only a moment, before going into the formal lie. "that the other minor conflicts and rabble led rebellions will collapse and once more sing praise of the Qin."

"His Imperial Majesty approves fully of your plans for Di and has sent me here to deliver this unto you and bare those words. For now he has no other commandments from you, save that you allow no rebels or the traitorous Meng family within Di." Yu then resumed finishing off his tea.

It was on a gloomy afternoon in the western province of Di as Niou Sui arrived on foot. Behind him as always were a doxen soldiers, though they were still relatively unexperienced and looked awkward holding their pi spears, Niou Sui knew Kai would soon get them into shape.

The grizzled appearence of Niou Sui is striking, his face bears several scars of battles long past, as well recent, and his skin is calloused. The armor he wears is simple having no ornamentation to speak of, but effective.

On his belt though are an array of weapons: two daggers, a short sword, and a battle axe. He approaches the guards at the entrance to the audience hall with a commanding prescence and introduces himself in a strong deep voice.

"I am Niou Sui, I have come to seek an audience with lord Huang Zhao. We need to speak about about the future of this province."

As the guards go to speak he seems Niou Sui realizes something

"If you wish to conduct a search for hidden weapons, go ahead, but I will not part with the four at my waist. I have lived too long in this chaotic land to trust men."
