A solitary figure approaches the gates of the city. He is wearing the uniform of a common soldier, though dusty and well worn, and has a rather large sword slung over his back. With a respectful bow to the guards he extends his sword to them in a peaceful gesture, and begins to introduce himself. "Greetings I am Han Liao. I come from Wuzhong, here in Yue, and are seeking possible employment with the Marquis, Lord Lin Xin. That is if he can find a place for one as lacking in ability as I," he says in a humble tone.

Shift Commander Wen is momentarily taken aback at the mention of the Brotherhood. Though Yue is at the far corner of the country, word of this coalition has reached some ears. "Yes, of course Brother Lao," he says in a much more respectful tone.

Lao was quickly and expertly checked for hidden weapons before being escorted to Xin's public office. As Lao enters the room, Xin stood and moved around to the front of his large desk facing the door. With a bow, he says, "Welcome to Panyu Brother Lao. A friend to the Raven Wind is a friend of mine. Please make yourself comfortable while some refreshments are served."

He indicated to the chair as a servant entered with tea and dessert. Pouring two cups and setting them on the table in front of the chairs, the servant departs.

The guards snap to attention upon the approach of the lone warrior. Shortly, Shift Commander Wen comes out and bows to Liao. "Welcome to Panyu Master Han. You must be an honored guest for the Marquis wanted to be notified immediately upon your arrival. If you will consent to a search, an escort will take you to see him."

Lao knelt and bowed, and then looked up and smiled. "Thank you for your courtesy, Marquis, and I greet you honorably, as the worthy lord of Yue. This humble servant seeks only to work for the betterment of CHina, and I am under the impression we could both serve her better together." He remained knelt a moment longer, then stood and sat at the seat, sipping his tea. "A fine tea, Your Excellency."

Xin sat as well and took his cup, savoring the warmth. "Thank you Brother Lao for your kindness," he said with a smile. "Yue is fortunate enough to have the climate and temperment to grow delicious tea."

Taking a sip himself, Xin continued, "You are correct in your assessment. I only wish to bring peace and prosperity to the people of this land. Now that my initial task of uniting Yue is near complete, I hope to be able to spread the same joy and stability to other parts of China."

He nodded. "You would then wish to join our Brotherhood, Your Excellency?" He was only a little surprised at the turn of events- in the west, Huhai and his vassals had taken to calling them cultists- but anything to make your enemy more rediculous seemed reasonable in times of war. "We can speak of what this means more privately, or do you wish to hear now what we 'stand for?" He chuckled- by now, the fact the Brotherhood was forty-odd officers, their territories, and men combined and determined to unite China through any means necessary and put men like Ying Fusu, Daisuke Aramaki, and Lin Xin in power instead of despots like Wu Chen, Chen She, and Ying Huhai was common knowledge.

Xin almost choked on his tea when he heard what Lao said. While that had not been the meaning of his words, now that the proposal was vocalized, there might be some merit to it. Regardless, he would need to learn more before he could make any decisions. His responsibilities have increased a hundred-fold over the past few months and he must deliberate each option carefully.

"I'm afraid you might have misunderstood me Brother Lao," Xin replied with a smile. "Though Ruruong spoke very highly of you and the Brotherhood and you are obviously a man of great worth and honor, I must learn more about your organization's goals. I have a responsibility to my people to make as informed a decision as I possibly can, especially one of this magnitude."

Glancing at the servants and his aides who are still in the room, Xin said, "If you wish for a more private conversation, I can send away all but the essential personnel. My personal aides need to know what I know though."

Liao nods his submission to the search. "Then he honors me more than I deserve," he says after lowering his gaze to the ground.

"It is no problem- I asked only for your benefit. Keep whoever you wish here, Your Excellency." He said, finishing his tea, and pouring another cup. He topped off Lin's cup as well, before speaking. "We are a union of like-minded individuals- we all wish to see China whole again. Rather then create one powerful kingdom and wage bloody war against the world as did the First Emperor, we wish instead to seek diplomacy first. A united, stable China needs men like you, Your Excellency, instead of the despots and feeble, corrupt non-persons that dot the land. Currently we champion Ying Fusu, once exild by his father for showing restraint, compassion, and forward-thinking- qualities we need now, in this era. So we form a Brotherhood- each of us in this organization works together to create a patchwork of territory united in this. In you joined us... I'd say that everything south of Chu and Marquis Yi, and West of Yin, would be united by then end of the year."

Liao was searched and led through the halls until reaching the double doors. With a nod to the guards, the attendant opened the doors to allow Laio to enter.

By now, the staff has gotten pretty efficient when it comes to preparing for visitors. Treats and desserts were already laid out on the small table and Xin had just finished pouring the fresh hot tea when the warrior walked in. Bowing, the Marquis says, "Ah, welcome to Yue Master Han. I'm glad you have arrived. Please make yourself comfortable and have some tea with me."

Xin listens intently as Lao speaks, nodding in agreement. "Yes," he murmurs, almost to himself, "your idea to unite China is most definitely preferred over a bloody, drawn-out war. You say south of Chu with the exception of Marquis Yi?" Xin's brows furrow as this troubles him. Yi Lian is a staunch ally and the ink of their alliance is barely dry. "I hope this is because the Marquis is unaware of this noble movement? Or have you already visited her?"
