Cao Chao wrote: "A mob, however large, cannot hope to fight against a well-trained and disciplined army," replied Yu Zhang coldly, regarding his guest. "But irregardless, they have no reason to revolt against my rule. I have not taxed them into forced servitude to line my own pockets like many of my fellow administrators . . . nor have I committed any atrocities to rile their anger. I merely believe that my responsibilities as the administrator of Boyang precludes me from pandering to the mob . . . to the common people. They may be many . . . but they are not anything special and therefore beneath my notice. This is a city and there will be order."
Liao Zun, realizing that anymore words would be pointless, took a step back and bowed to Yu Zhang. "It would seem there is nothing more to say. I thank you for the time you have given this lowly village administrator. If I may, I would take my leave Sir Yu."

"Hmmph, then you know nothing," replied the governor with a sneer. "Get out of here."

Some time after meeting Liao Zun out of nowhere, Fi Ran approached the home that Liao had indicated. He had a thorough look throughout the area in case anyone had followed him. He seemed somewhat uneasy but he had come to pledge himself as a bodyguard to the General Liao Zun in his own unique way.

He came to the door and knocked on it three times in quick succession.

Liao Zun turned and left.

Liao Zun, hearing a knock at the door, put aside his papers. Opening the door and seeing the young Fi Ran, Zun smiled broadly and bowed slightly to his guest. "It is nice to see you again Fi Ran. Please come in, I will start some water for tea. How have you been since i last saw you?"

Ran bowed to the host and he also appreciated the tea being made too. "I have been well, just training myself".

He then looked around and then to Zun. "I hear you were turned away by the governor of Boyang, what happened there?".

Liao Zun stopped short but couldn't help a smile. "I'm surprised you heard about that. I've taken to meeting with the governors of the cities of Jibei. I figure if I can find somebody of a like mind, then perhaps I could hasten the security of Jibei. As far as Yu Zhang of Boyang is concerned, we are not of a like mind." Zun brought the pot over to the table they were sitting at and poured himself a cup, gesturing Fi Ran to feel free to do the same. "That does make me wonder however, what are your motivations...it would be a shame to begin to rely on you and then due to some difference in morality, you turn on me when I need you the most. What is it that you would protect at all cost, above anything else?"

Fi Ran seemed a little eager to respond. "What would I protect above all else? To be honest I would protect those that show faith in me, those that show me that they would be honored to be alongside me on the field".

He then looked at Zun again, a little stare was being given too. "What would be a difference in morality for us? I wish to seize control, as do you and I believe that unity is what will seize the day. Mindless bickering would get no one anywhere".

"That's a fair question. I was referring to my recent conversation with Yu Zhang. I was asking him about the security of Jibei and the happiness of the people. While he didn't have any ill will towards the common person he stated plainly that they were of little to no concern of his. I wish to start with the people. I feel the people are the key to my plans for Jibei. If the people are happy and prosperous then they would fight to the last to keep things that way." Zun sipped his tea. "Hmm, enough about the big picture though I think it would be best for us to talk about the next month or two. Namely, we need an army. i have a small group but we'll need a larger one simply to protect this village, let alone seize others. I understand the mechanics of raising an army but the intricacies I might need some assistance with. What are your thoughts on this?"

Fi Ran stroked his chin and stared at his cup before taking it and sipping some of the tea inside, he then looked at Zun before replying.

"Well I am sure that if I can seek independence in another town or village then I will be able to build a capable army which could then be merged with yours and with the two villages under our control we could expand our influence throughout JiBei".

Ran then realized that he had been talking much more than usual. It was so unlike him as well.

"So I will seek some men to gain influence in a nearby town and then we can hold regular meetings to check on our tasks and objectives...so this month I will seek some allies and then next month we will declare independence in that city. Do you think this is a valid course of action?".

"I would advise caution with such headstrong actions. If your attempts were to fail with taking a city, things could get dicey. And if you don't have the army to back you up, you might find yourself driven from Jibei all together. Then where would we be?"
