I was worried about the people in my village and was hoping to form a unified front. Yu Zhang of Boyang, whom I met with last month seems to think that everything is fine and there is no cause for alarm. I was wondering what you thought on the matter."
Lengkui shrugs, "Yu Zhang just doesn't want things to change. The nobles love him, the beauracrats love him. The people groan under his taxes, but he doesn't care much about that. I understand there is a coming storm, and I am trying to prepare the people."

Lengkui turned to the mill, "Though if Xiang Yu comes with fire and sword, there will be little that I can do. He has ravaged Qi before. I'm afraid good Liao, that you will find little cooperation here in Jibei. Yu Zhang thinks I am a fool for catering to the people, and he and Gi Hai of Donga hate each other with a passion. They are so similar to one another that they cannot get along."

"Still, I should ask, what do you propose?"

"My proposal was to bring the people of Jibei together. One city may not be able to still the advance of Xiang Yu, but with all the cities, towns and villages working together, we would be much more difficult to ground under heel." Liao Zun puts his chin in his hand, as in thought. "Between what you say and what I've seen for myself of Yu Zhang, I fear that perhaps it is destined...though I cannot sit idly by while I wait for destiny to knock on my door, slit my throat and burn down my village. We ALL deserve better than that..." Zun trailed off in deep thought, watching the river run by as it was destined to do so, a sad smile lighting his face.

The governor was about to respond when he spotted a group of horseman thundering down the road. They were wearing the governor's colors and pulled up before the two men in a rush. One, wearing a captain's insignia, gasped out a message.

"Governor, an army under Han Guang is marching on the city. We need your presence urgently."

The governor sighed, nodded to Liao Zun, and in moments, he and his men galloped from the site of the Mill. The laborers with no one to direct them, slowly began drifting away.

Liao Zun continued to watch the river, deep in thought, until darkness came. Leaving a small note at the mill, offering shelter and directions to his village for the governor and his followers should things not work out in their favor, Liao Zun made his way home.

Liao Zun was finally approaching Donga. While expecting Gi Hai to be much like Yu Zhang, as Lengkui Chang had told him, Zun still thought it might be nice to get his own read on the man. Perhaps there might be something about him that Governor Lengkui had missed. Approaching the gates, Liao Zun speaks to the first guard he sees, "I was hoping to have an audience with Governor Gi Hai, is he seeing guests?"

The approach of Liao Zun saw the soldiers stiffen before the gates of Gi Hai's estate. Their grasp tightening about their spears, the soldiers sternly watched the man's approach. Yet, as he addressed them and requested the audience, one of the men stepped forward. The man was a veteran of many wars by the look of him, a brave and solidly built man. "Who should I say requests a meeting with the governor and why?"

"Forgive me my poor manners, Sir. My name is Liao Zun, I reside in a village here in Jibei and was hoping to speak with the Governor about the security of our fair province." Zun bows respectfully.

"Stay here, I will notify General Gi that you seek a audience." the soldier commented before retreating into the two story estate. After ten minutes, the soldier returned. A brace of soldiers behind him, raising their number to six. "Sir, the general will meet with you. However, you will be searched before you are allowed audience with General Gi. Will you submit?"

Considering Liao Zun accepted, the guards would lead the man into the estate. In the privacy of the estate, Liao Zun was quickly stripped and his clothing inspected. Any possible weapons taken away by the thorough investigator before they was returned to Liao Zun who was barely given time to dress before he was being escorted forward. Guiding him into a broad and filled room, its room dotted with maps and various reports, the soldiers lined up behind Liao Zun. While Gi Hai sat upon a lavish bed of cushions. His large and armored frame was upright, a naked spear across his lap. "I was told you have come to speak of the security of this province. I take it you have come with the payment from the town?"

General Gi laughed and truly it was a haughty laugh. "What do I have to fear? Perhaps those who lay outside my walls may fear, but, my army is unbeatable. No one will ever threaten this city as long as it continues to pay for my men's services." the scarred general commented before crossing his arms across his chest, his features growing stern. "However, I may be forced to turn my own men upon them at this rate. The fools don't seem to understand if they desire my protection, my military needs funding. If you care about this land, you'll whip those dogs into gathering my payment!"
