Bei Village

“Today begins our reign!” Shaozu finished a rousing speech after the battle of Bei. To a cheering crowd, he bows and leaves the makeshift stage. An audible sigh is released as he undoes the clasps of his armor, relieving the pressure and allowing his gut to come forth.

“We have so much to do. Our forces are weakened, the village is in disarray. We will manage to draft some men, but it will be some time for the village to bear revenue and supplies. Bring the prisoner to me.”

“Right away.” Ai responded curtly. Why another couldn’t handle this task was beyond him…

A bound Zhong Fen was soon brought before Shaozu.

“You will be given a chance to prove your worth and loyalty to my cause.” Shaozu eyed the bound man before him, nodding to Ai. The bonds were removed. “Do not fail me as you did your previous Commander. Your first task shall be to get Ai acclimated to Bei’s inner workings. Tax revenues shall flow, troops will be conscripted, and supplies will be made. All of this needs to happen within the month. Your knowledge of the village will be paramount in making this a reality. That will be all.”

Ren and Ai left together, leaving Shaozu alone with a few guards and a servant. He waved over the servant who poured him wine. Taking a long drink he sat at his new desk and began pouring over reports. “Song Xi” The name was spoken almost inaudibly. He dipped his quill and began writing...

Song Xi and about twenty men, including the likes of Zhou Li and Su Ping, traveled towards Bei. They were on the way to meet its new magistrate, Pan Shaozu. The trip itself was rather uneventful, cold, but uneventful. As he approached, he had his soldiers stay behind, while his generals went into the village with him. He would find anyone who looked competent enough to guide him to Shaozu. Xi was very short with his request.

"I am Song Xi. I seek Pan Shaozu. Lead me to him."

A soldier on patrol responded… “Ah, of course sir. The commander has been expecting you. Follow me.”

The soldier dutifully led Song Xi and his men (assuming they followed) to the administrative complex and into a larger room recently adorned with new tapestries bearing the Shaozu banner. The guards on duty halted the soldier and the group without saying a word.

“Eh.. this is Song Xi and his officers. Come at the request of the commander.”

The commander stood from his seat to see what was going on and upon hearing the soldier’s words stepped toward the group waving his arms dismissively. “Let them through, its fine.”

The guards immediately did as they were told and stepped aside.

“Please have a seat, and Welcome to Bei. The servants will provide for your wants.” Shaozu motioned toward cushions and a table still between him and the arrivals, then to the servants who approached expectantly.

A man stood quietly by the commanders seat and bowed to the arrivals.

The three men from Changli followed the soldier to the building and then into the room. Seeing the elder man motion them in, Xi's companions gave a respectful bow, while Song Xi sat down. Upon sitting he eyed the room some, taking in his surroundings. Xi gave the old man a devilish grin before responding.

"Can your servants provide for me any more villages?"

Zhou Li gave an audible chuckle, to which Xi just glanced back him.

"Some tea would be lovely, actually. You must be Pan Shaozu, the villages conqueror? You wished to have some open communication between the two of did you not? What is it you would like to speak about?"

The servants promptly provide tea for the guests.

Shaozu smiled at the man’s statement. “If only they could, right? No, these bandits will only be removed by force unfortunately.” A more stern look came upon him as he pondered the rest of the man’s words..

“It seemed only natural, given the proximity of our forces, that we feel each other out. Hopefully our goals align and we can work together." He took his seat and tapped an index finger upon the table. "I’m not one for semantics really, but the word conquer seems a bit misleading. Liberation is how I view it, but I guess even the worst tyrant believes as much of his own actions. Words are so hollow anyways until we fill them with action, so sure, I guess one could view my forces as the conqueror of Bei. How do you view your own liberation of Chang Li?”

Song Xi nodded at the servant when he got his tea. He began to drink while Shaozu spoke. Once the older man had finished, Xi responded.

"I do not believe so. Could one not conquer in order to liberate? That is what I have done. I conquered Changli and liberated ot from it's inadequate administration."

Xi took a brief pause and sipped again on his tea.

"But, you wish to know of my goals, eh? I can assure you, my ambitions are far more grand than any of these other would be Kings sprouting up like weeds. Though... before I go into further detail, what are you planning Lord Shaozu?"

Satisfied with the explanation, Shaozu nodded.

“Fair enough. My goals are pretty straightforward; I want to bring order to a region left in disorder since the warlords of the region have squandered or otherwise failed in their duty. They left a power vacuum that was filled with bandits and other riffraff and I feel the people deserve better. As far as my immediate plans, my sights are set on Yan, though it…”

An audible sigh came from the figure sitting next to the old commander… “I don’t believe we should be so free with our words to strangers, father.” Pan Ai leaned towards his father but did not bother keeping his voice down as he interrupted and then turned to the guests.

“My name is Pan Ai, chief advisor to my father. What we desire here is simply an opening of a door of communication between our administrations. As long as you are not drinking the blood of babies or performing some other horrendous acts upon the people then we are satisfied with having you at our backs as we look elsewhere. In turn we hope you consider the same. From that start the relationship between our administrations can evolve into cooperation of forces, aid, and other support perhaps.”

“Well yes, of course.” Shaozu added. “Master Song, Let me ask you what your thoughts on Gongsun Zan. Setting up a power base so close to his domain, I must assume you march under his banner?”

Song Xi listened intently, taking in as much as he could from the father and son were saying. He chuckled a bit when Pan Ai interrupted. Smiling, Xi responded.

"Well, I can assure the two of you that consumption of babies will not be taking place. And I am a man of my word. I too look to restore order to the lands. Starting with Xuantu and Yang, and then pacifying the East. Though not just the immediate lands, I have my eyes on a much grander prize..."

Xi's smile would disappear for a moment as he finished his sentence, though it would soon return.

"I do not serve under Gongsun Zan. Nor do I serve anyone. Think of being so close to one of the major warlords... an act of defiance. I suppose I should ask you the same, you too are at the door step of the horse lord."

“We have an understanding with the Gongsun family. They don’t give us any trouble and we watch the west. All of the powers are on their heels in the region. It wasn’t hard to swoop in and secure a peace. You might consider the same as you set your sights eastward. I feel no duty to the man, but Zan is proud and surely won’t take kindly to a rogue power taking hold in the north.”

Shoazu stroked his beard and waved dismissively…

“But that is of course just some advice from an old man. In regards to a peace, I believe we are content. In my dealings with Gongsun Zan I will let you know if his focus should turn to you and I will focus my sights on the west. What do you say, Song Xi?”

Song Xi started to laugh, it was rather loud and a bit obnoxious. With his laughing finished, he stood up.

"I have no plans of ever making a deal with Gongsun Zan. If anything, I plan to turn my sights towards him before he turns them on me. I am going to take control of the east. And then... Beiping will be mine."

Xi would brush off his robes and sit back down.

"I apologize if that was rude. I would certainly like it to have a notice if the horse lord tries anything. And in return I will tell you if anyone is planning on encroaching on Bei, or any other villages you lay claim to."
