Holy crap on a crap cracker, this is a thing again?

I figured I'd drop in on SimRTK and see if anything was happening, for old times' sake, and saw a link to this in OOC. So what's going on and how do I get caught up? I take it we're in an intermission between a test game and a more serious game?
