As he walked towards the headquarters of the recently captured city of Changyi, Yang couldn't help but enjoy the circumstances that had finally lead to some good fortune for his men. His forces had finally found a place to settle, and Yang could finally focus on something other than subsistence. He had heard good things about the warlord Bang, and anything would be preferable to the conservative and old governing styles of Magistrate Pei. Finally arriving at the governing headquarters of the city, Yang spotted men who he assumed must be guards. He approached the men and bowed,

"I wish to meet with the new Magistrate if at all possible. I am Qui Yang, chief of Ju."

The guards looked at the man carefully, and the commander frowned. Likely just the start of a parade of peasants that would now be coming through to petition the general for aid in resolving family squabbles or other such nonsense. "Yeah. If you got any weapons, hand them over, chief."

But before Qui Jang could do anything, another voice spoke over the guards. "That won't be necessary, commander. I'll handle this." The young man nodded to the visitor as the commander fell back into his line. Once the two had enterred the estate, the officer regarded Qui Jang with a warm smile. "General Bang keeps his guards on their game. They are not diplomats, to be sure. I apologize for how you were treated. I am Dong Ke, lieutenant in the service of Liu Bang. Perhaps before I show you to the general, you might tell me something about yourself?"

Yang smiled at the man who had let him in. It was nice to see that Bang had such men available in his administration already. Certainly he felt more welcome here than he had in past government centers, but that also could be due to his new title. Yang regarded his host for a moment, trying to figure out where he had heard the man's name before. He pondered it for a moment, but coming to no conclusions, responded to the query about his background,

"It is a pleasure to meet you, Lieutenant Ke. I am Qui Yang, recently instated cheiftan of Ju. I have just recently arrived in Jiaoxi after a very long journey south with my men. Needing somewhere to supply my men, I decided to occupy the lawless town of Ju, where I was somewhat caught up on the local politics. I heard quite a bit about Liu Bang, and I decided to visit to see the man for myself."

Ke nodded his head as they walked. "General Liu understands well, the need to control the lawless areas of Jiaoxi." Giving the man a look, he continued. "But he feels it is not a job for outsiders. Jiaoxi can solve it's own problems."

Moving towards a door, Ke paused, and looked at the man. "Oh...that didn't come out right. I didn't mean you of course. The powerful neighboring lords, you understand." Shaking off the faux pas, Ke swung the door open. "General Liu. You have a most noble guest."

"Indeed?" Liu looked up from his desk and squinted in the man's direction. "Well sir, what is it that I can do for you?"

"This is chieftan Qui, from nearby Ju," Ke bagan to introduce the man.

"I don't recall asking you, Ke," responded the general, and the lieutenant bowed and withdrew to a post at the side of the room. Bang looked back to his guest. "Again, sir?"

Yang was a little concerned with Ke's comment about outsiders interfering with affairs, but he let nothing show on his face. He was most likely referring to the armies from Liang, but it still didn't strike Yang as an appropriate comment. His dislike of Ke was furthered when he saw his dog-like obedience to Bang. Deciding it would be best to ignore Ke's introduction, Yang gave a quick bow and began speaking,

"Its a pleasure to meet with you, lord Liu. I am Qui Yang, commander of a northern cavalry militia and chieftain of the nearby town of Ju. I have come to talk to you about a possible partnership."

Yang cracked his knuckles casually and paused for a moment. As usual, it seemed as if he was going to get right down to business and skip the customary pleasantries,

"My men and I have traveled south from Dai, and have taken Ju to give us supplies for the time being. I believe we have similar ideals, and I am quite sure that my men and yours could work together. I have heard of your conflicts with the Magistrate of Pengcheng, and I would be more than happy to assist you in attacking him in exchange for protection for the people of Ju."

"The protection of all peoples in Jiaoxi are my concern," the general started almost immediately. "Including those in Ju. I am interested in your offer, and interested in offering your peoples the protection you ask for. Tell me, exactly what kind of forces are you offering, and in what capacity?"

Liu Bang moved over to a counter and picked up a glass of wine. "Something to drink, sir?" While he awaited the response, he just kept talking. "Was it your desire to bring Ju under my banner, or are you more interested in keeping your autonomy, and asking me to secure it?"

Yang perked up a little bit at the thought of wine, but decided to keep cool for now. It was still quite early in the day, after all, and the last thing he needed was wine to cloud his judgment. With a wave of his hand, Qui Yang dismissed the offer,

"I am quite fine, but I appreciate the offer. By the end of the month, my army should be 3000 strong, all well trained cavalry. They have seen little in the way of full fledged battle, but we have had small skirmishes with highwaymen and bandits in our travels. I trust that they would perform admirably in the heat of combat."

It was only the thought of his adventurous past that broke Yang's stoic demeanor and brought a slight smile to his face. He reminisced for a few moments before continuing,

"As for possession of Ju... I have yet to decide that. Perhaps through our partnership I will get to know you better. However, I cannot transfer the town into your control until I am sure that your rule will be benevolent. Until then, I would ask that Ju remains independent of your domain."

"It is obvious you have some concern for your people. And since the people of Jiaoxi are my primary concern, I can see now that we are like-minded. I am prepared to form an agreement of mutual defense, and in time, perhaps we might be able to unify Jiaoxi together. If all this is acceptable to you, of course."

The general was not without enemies already, but he didn't feel the need to share that information with the chieftan. "In the meantime, if you are interested in a partnership, I will make my force ready to march to your aid, and expect the same, if the need arises."

(Whoops, forgot that we never really wrapped this up)

Yang nodded. He was very pleased that Bang seemed to be looking on the proposition of a partnership favorably, "Time will tell if we will have such good fortune, but I look forward to working with you to better the people of the region, regardless."

With those words, Yang bowed and waited to be escorted out of the hall.
