Update:

So now that I need to actually come up with tactics for the planning phase, I refined the system a bit more and putting it down here to have it somewhere and for you guys to see.

So there will be two sectors (think of layers in battles) that you can assign population to (think of it as soldiers) and officers.

First sector will be civil. Here you will work towards improving the location by using officer's tactics or just generally executing work as to improve the location's 5 main stats (5 main stats for economy, military, etc). There will be a set threshold based on location type (from camp to city threshold will be higher) and existing stats. You will have to try to beat that threshold in each stat to earn improvement AND results. So let's say the threshold is set to 500, think of that as 500 opposing soldiers in each stat category (economy, military, etc). You set pop at 500 for civil, each turn you 'attack' and receive attacks. Certain tactics boost the results against specific categories, so if cause 100 damage as a base but used a tactic against economy, maybe economy goes down by 125 while others by 100. A formula is used in the end to calculate gains based off threshold of each category and improvements as well in each category. You can incur losses if threshold is not passed. The attacks you receive go against your population, more population you lose, the more ACTUAL population you will lose but some can be recuperated (unlike in the security sector below), reflected by people leaving and such. Finally, gains and losses will also be influenced by an average of what the others are gaining / suffering.

Second sector is security (??? not sure on naming) but basically your militia and civil services that fight against the random event occurring in the location. Here there is only one threshold to beat, but it works differently. Fail to beat it and it will come back stronger the following month AND cause more damage. Beat it and you defeat it and can move on. Population loss here are considered dead and gone. If you lose the threshold 3 months in a row, you lose the location.

You can choose to ignore the security sector like players do the support layer in battle, but consequences are more dire here. Also, you can dedicate more officers and population to the sector to 'defeat' the event more quickly or spread it out on 6 engagements. Each sector will have its own tactics like the battle layers have. Instead of commander in chiefs here you will have Chief Ministers. You need at least one officer to command a sector. Locations without officers to command them will suffer a normalized decline which hasn't been set yet.

I'll post the tactics once I come up with them, expect as many as the battle has (28?)
