Can you explain the Civil and Security layer concept?

For instance do these skills "go off" from within the city before the battle and the officer is never part of the battle layers? I don't really understand :oops:

Basically, civil and battles are two separate concepts, independent of each other.

Think of this civil thing as a battle.

So you will be assigning officers to diff locations and then also different layers or sectors as we named them here.

You will be performing tactics like in battle to boost diff stats (attack, defense, morale, supplies) in order to defeat thresholds instead of soldiers

Better you do defeating those, better results you get

Security is a bit different in the sense that not defeating the threshold can cause you to lose the location if it happens 3 months in a row.
